Uzbekistan Expands the Powers of Kengashes of People's Deputies

The decree guarantees that the Kengashes (Councils) carry out their activities independently of the state bodies.

President Shavkat Mirziyoyev signed a decree aimed at increasing the efficiency of the state bodies’ activities on the ground.

According to the document, Councils of People's Deputies will be delegated 33 powers to develop education, environmental protection, urban, transport and territorial infrastructure. For instance, in the field of education, local Kengashes can now make decisions on organizing state kindergartens and schools in the relevant territory; concerning the environmental protection – are responsible for the creation and liquidation of resort, natural and recreational areas, botanical and dendrological gardens; in the sphere of urban planning and transport – Councils set payment tariffs for passenger and freight transportation on urban passenger transport, determine routes, stops, etc.

Based on the principle of “Strong Kengash, accountable and proactive khokim,” proposals will be developed for a clear distribution of more than 100 powers in the legislative acts between local Kengashes and the executive authority.
