Aims and purposes

The world practice shows that local government is one of the bases of democratic society.

Strengthening of local governments, large involving of citizens in solving the problems of local life, effective satisfying inhabitants? everyday needs, strict keeping the law, providing the balance between state and local governments, all these common interests of every inhabitant of municipal foundation can form the basis for the civil consent.

To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community, revealing the key questions for the future of the cities and citizens.

UCLG ensures the effective political representation of local government to the international community, in particular the United Nations, to develop and promote the urbanisation and globalisation problems? solving on the local level.

It represents that specific ?branch of power? that takes part in carrying out state will, on one hand, and fully takes into consideration people`s interests, on the other. Local governments are the branch of power the most available  for  people, and the most suitable for using resources in order to  satisfy the needs of population. Local governments promote forming civil self-consciousness. It is the most important condition of social peace, because it brings together in solving local problems.

Regional section of UCLG for Euro-Asia is a free-will international union of associations, unions and inpidual municipal unions. Regionlal section of UCLG for Euro-Asia is created in order to realize citizens? rights for local government more effectively. Local government is the most important element of constitutional regime of democratic countries. It represents that specific governmental department, which takes part in realisations of state will, on one hand, and fully takes into consideration people`s interests, on the other. Local governments are the branch of power the most available  for  people, and the most suitable for using resources in order to  satisfy the needs of population. Local governments promote forming civil self-consciousness. It is the most important condition of social peace, because it brings together in solving local problems.

Aims of UCLG Euro-Asia are as follows:

  • Advocate local government in the region, defending the role and status of local government on the international arena.
  • Promote strong and effective democratic local self-government on the territory of. Euro-Asia.
  • Promote unity and cooperation amongst members of UCLG.
  • Ensure the effective political representation of local government to the international community.
  • Be the source of key information regarding local government and the exchange of experience.
  • Promote race and gender equality and combat all forms of discrimination.
  • Support the establishment and strengthening of bonds as mean of contact and friendship between nations.
  • Develop politics, programmes and initiatives within the bounds of UCLG, searching for appropriate funds for their application.
  • Promote decentralised cooperation, international cooperation, and partnerships between local governments and their associations.

Carrying out its aims, Regionlal section of UCLG for Euro-Asia:

  • Actively defends the ideas of local self-government on the international scene, also influences the international political decisions, concerning local self-government.
  • Develops and promotes politics and positions on the key problems of local governments and international society.
  • Develops initiatives and activity programs, based on principles of local governments and international society.
  • Actively cooperates with UNO and its Agencies and other international organizations.
  • Organises congresses, various activities, increases number of activists in order to strengthen political influence of UCLG and its financial independence.
  • Distributes information about state and development of local self-government among its members by holding conferences, publishing issues, and introducing new technologies.
  • Coordinates the work of local governments of Euro-Asia and supplies their cooperation with UCLG.

Nowadays local self-government plays an important role in strengthening of state system and takes the central position between state and society. This system is accepted in European countries: through local government, where everyone can take part in making decisions that make his life. That's the way of democracy.
