In 1955 the Parliamentary Assembly of the Council of Europe (PACE) established a competition “The Award of Europe”. It consists of four phases each with a special award: “European Diploma”, “The Flag of Honor”, “The Plaque of Honor” and “The Prize of Europe” - a bronze medal and a gift of money to organize a trip for youth of a municipality to European institutes.
“The Prize of Europe” is held in order to create a single European area with involvement of inhabitants of European cities, develop friendly relations and establish international contacts, start practices of academic and private exchanges.
Volgograd was awarded the first nomination of the contest - European Diploma – in April 2011.
This year it was decided to award 17 municipalities of European states with The Flag of Honor. Volgograd was awarded The Flag of Honor for their efforts in promoting the ideas of European unity, solidarity and tolerance.
