The Ministry of Construction Industry, Housing and Utilities Sector of the Russian Federation has defined monotowns where the project “Smart City” will be tested in a pilot mode. There are two cities-members of UCLG-Eurasia in the list of the chosen cities – Yelabuga and Tolyatti.

“Smart” city is convenient, safe and informative for people. The plan of program implementation consists of 6 blocks:

• Implementation of “smart” housing and communal services

• Creating an accessible, comfortable and safe environment for citizens

• Creating an innovative urban infrastructure

• Digitalization of construction and urban planning

• Development of “smart” urban transport systems

In particular, mobile applications for property management companies will be tested. At the end of April, the Ministry of Construction Industry launched a “Smart city" solutions bank, which included the best Russian and world practices for creating a comfortable and modern urban infrastructure.

The project “Smart City” was developed by the company “Rostelecom” with the support of the Russian Ministry of Construction Industry, Housing and Utilities Sector of the Russian Federation for the program “Digital Economy”. According to the promises of creators, there are unmanned vehicles, transportation modeling, construction using BIM-technologies, remote data collection from housing and utility sensors in “smart” cities.
