Khanty-Mansiysk and Nizhnevartovsk develop inter-municipal cooperation

At the end of last week Duma of the Khanty -Mansiysk hosted guests - the people's representatives of Nizhnevartovsk. This is  the second meeting of the deputies of the two cities this year, the round table "About the practice of representative bodies of local self-government of municipalities" was held in the capital of Samotlor in March, where the head of the Khanty -Mansiysk and Nizhnevartovsk signed agreement on inter-municipal cooperation.

This time, the people's representatives continued their discussion and to elaborate on the cooperation with the local administrations, involving the population in discussion the draft of municipal legislation and effectiveness of public hearings.

During the opening the meeting the heads of municipal formations Vasiliy Filipenko and Maxim Klets noted that the representative bodies of local self-government are working in a complex legal environment, and to improve the efficiency of their work it is important to learn the experiences of other territories.

Preliminary works of Khanty -Mansiysk colleagues in the field of cooperation with the local administration were presented to Nizhnevartovsk deputies. It is include the "people's budget, when local governments actively involve residents to participate in the formation of the main financial document for the coming year., The practice of representation of candidates for the posts of heads of municipal enterprises is introduced since 2012 in the Duma of Khanty-Mansiysk. In addition, it has been established collaboration in the preparation and holding official events and meetings of foreign delegations.

The authorities of the Khanty -Mansiysk made ​​concrete steps to organize cooperation and distribution management functions. The principle of efficiency and achievement of maximum results is defined as priority. Meanwhile, there is a question of the need for detailed delineation of responsibilities between the head of municipality and the executive administrative body and the question to make the appropriate changes to the 131st federal law or regional laws. In order to elimination this gap in the district capital developed cooperation regulations for the activities of urban , inter-municipal , regional, inter-regional, national and international significance, as well as providing activity of the head of the city, which are currently on the coordination.

The deputy Leonid Dol'nikov told about how cooperation goes in Nizhnevartovsk. In his opinion, the best illustration of this is the fact that the offices of the mayor and the head of the Administration of the capital Samotlor are close to each other, they share a common reception. "It means a lot ," - said the deputy.

The guests have found practice in the formation of the Khanty -Mansiysk "people's budget"as very interesting. They asked how the local authorities are accountable for the performance of this document and found out that the report is a multi-stage character. Representatives of the Administration quarterly reports in Duma, how proposals of the residents are implementing. The results of the deputies told in the traditional February meetings with voters. This theme is also mentioned in the annual report of the Head of Administration at the town meeting.

Nizhnevartovsk delegation were also Interested in technological infrastructure of Khanty - Mansiysk Duma, the electronic voting system, because at home they express their views on a particular issue by show of hands. The equipment has been operating for over a year and it is designed to holding Duma meetings, its standing committees and commissions, as well as various meetings involving staff through video conferencing. To fulfill the requirements of the legislation on the provision of information about the activities of local authorities, it is organized Webcast of the Duma meetings through the official website of Khanty- Mansiysk on the Internet.

The next question that was asked guests concern the activities of the Commission on Local Government of Khanty - Mansiysk Duma. There is no such Commission in the structure of representative body in Nizhnevartovsk . "The Commission on Local Government handles all rule-making at the level of the municipality. Besides the deputies it consists of  representatives of the Administration and the Prosecutor's Office ,"- said the deputy Alexander Vladimirov .

"This is very serious commission, and the results of its operations include the fact that in 2012-2013 there have been no acts of prosecutorial response for Khanty -Mansiysk Duma resolutions", - said Vasily Filipenko.

The remarkable fact is that in Duma of Nizhnevartovsk 24 of 25 deputies represent the party "United Russia ", while in the Duma of Khanty- Mansiysk consisting of 20 members, it is faction of three parties - the "United Russia", "Communist" and "Liberal Democratic Party". "Duma in Khanty –Mansiysk is diverse and multi-party.  We present different positions, different platforms, but we agreed to work together for a common goal - the development of the city, its economic and social sphere", - said Vasily Filipenko.

Meanwhile, the people’s deputy of Khanty -Mansiysk and Nizhnevartovsk identified many similarities in the organization and running public hearings. According to the analysis carried out in 2012, an average every public hearing in the capital of Ugra attended by about 20 people, but there were cases where about 500 people gathered to pass an opinion on some issues. According to the deputy of the Nizhnevartovsk Natalia Zyablitsky, public hearings is one of the forms of enforcement of citizens to directly participate  in solving local issues which allows us to propel the effectiveness of this work to the next level of quality.

At the end of the meeting the deputies agreed that approaches to many issue in municipalities are different, but the task is one. "We understand that using different ways we achieve the goal for local governments exist - effective management of municipalities ", - said Vasily Filipenko. He was supported by Maxim Klets:

"We have one goal - to ensure that our municipalities economically developed. We went a little bit in different ways, but for now we will analyze them and take note of the very best. I think it is for the benefit of our cities."

It should be mentioned that Khanty- Mansiysk will develop the inter-municipal cooperation not only with Nizhnevartovsk. The visit of Khanty -Mansiysk deputies in the Duma Nyagan is planned this year. The meeting will be another step in the implementation of the agreement which was concluded between the cities in 2012.
