The first UCLG Executive Bureau of this year was held in Seville (Spain) from April 1 to 4 under the theme “Local and Regional Governments, Engines of Development”.
The event was organized as part of the 6th World Forum of Local Economic Development (WFLED). The WFLED was an important milestone for the mobilization of UCLG and active participation in the implementation of the concept of “Just transition, financing for development and territorial solutions”.
The programme of the event included thematic sessions, traditional structural meetings of the Executive Bureau: Financial Management Committee, Committee on Statutory Affairs and the business session of the Executive Bureau.
On the first day of the event, April 1, the key events were the meetings of the Financial Management Committee and the Committee on Statutory Affairs. The meeting of the Financial Management Committee focused on the report of the Committee meeting dated October 2024 in The Hague, the provisional closure of last year’s accounts and the execution of the 2025 budget. The meeting of the Committee on Statutory Affairs focused on the report of the Committee in The Hague, changes in the composition of the governing bodies, membership issues, the activities of the Working group on institutional issues, and the calendar of key events.
The main event of the second day was the business session of the Executive Bureau. During the meeting, the participants touched upon a wide range of issues, including: foresight for 2025, the report of the Executive Bureau meeting held in The Hague, the report of the Committee on Statutory Affairs, future events, in particular the World Forum of Intermediary Cities, the World Forum of Cities and Territories of Peace, the Conference of the International Observatory of Participatory Democracy (IOPD), the United Nations Conference on Financing for Development, the UCLG Cultural Summit and the Culture 21 Plus document, the Hague Charter on Municipal Peace, etc.
The programme for April 3 focused on thematic sessions that discussed financing local economic development, new approaches to territorial economy, ecotourism and branding, preparations for the World Summit for Social Development, and others. The programme of the day ended with the closing ceremony of the World Forum for Local Economic Development.
The final day of the Executive Bureau was dedicated to technical visits, where experiences in local management of tourism, cultural and environmental development were presented, allowing participants to learn about real examples of local economic development in Andalusia. These activities illustrated in particular how the endogenous resources of territories can be integrated into models of inclusive and sustainable growth.
The meetings of the Executive Bureau were attended by Rasikh Sagitov, Secretary General of UCLG-Eurasia, the delegation of Bishkek City Council consisting of Bekzhan Usenaliev, Chairman of the Council, Kuvanychbek Kongantiev and Aibek Makeshov, deputies of the Bishkek City Council, and others, Andrey Maximov, Chairman of the Commission of the Public Chamber of Russia on Territorial Development and Local Self-Government, Sergey Sheremetiev, Deputy Chairman of the Rostov-on-Don City Council, Sergey Polevoda, Deputy of the Rostov-on-Don City Council, Sergey Khatylykov, First Deputy Minister for External Relations and Peoples’ Affairs of the Republic of Sakha (Yakutia), and Pavel Pribyshenia, Project and Programme Coordinator of UCLG-Eurasia.
