The UN headquarters is hosting the High Level Political Forum where governments are reporting on the Sustainable Development Goals. This year, the progress is assessed on SDG 1 “No Poverty”, SDG 2 “Zero Hunger”, SDG 13 “Climate Action”, SDG 16 “Peace, Justice, and Strong Institutions” and SDG 17 “Partnerships for the Goals”.

On July 10, SDG 13 was discussed. Eurasia countries were represented by Azerbaijan, Armenia and Russia.

The representative of Armenia noted that being a mountainous country with no access to the ocean, they faced unique climate events. Armenia’s share of global emissions is 0,02%, but the country is committed to the climate agenda and a nationally determined contribution for a 10-year period was adopted in 2021. On May 24-26, a powerful cyclone caused flooding in Armenia, killing people. In this context, the need for technical support and financing for climate resilience was emphasized.

Russia was represented by Grigory Ustinov, Deputy Director of the Department of International Organizations of the Ministry of Foreign Affairs of the Russian Federation. In his speech, he noted that the linkage between the trade and climate agendas is becoming increasingly relevant. In this context, we need to discuss the green barriers for the achievement of global climate goals. For our part we are prepared to adopt an operational plan of action for our national low carbon strategy as well as our next national determined contribution aiming at 203 identifies.

The Philippines reported that it had been selected to host the board of the Loss and Damage Fund

Representatives of France and Poland noted the need to involve municipalities in work on climate change. For example, Strasbourg Municipality has reduced carbon dioxide emissions by 37% since 2010.

Brazil noted that they have started preparations for the COP30 in 2025. To monitor SDG 13, the country has a dedicated platform where data is disaggregated for all municipalities. This allows for more accurate collection of information.

UCLG was represented at the SDG 13 session by Rasikh Sagitov, Secretary General of UCLG-Eurasia.

This session demonstrated the importance of engaging local and regional governments in the climate agenda in order to make progress.
