Our Goals
Major tasks of the Euro-Asia regional section of OWHC are:
- Combining of the efforts for preservation and propaganda of the heritage of Euro-Asia cities;
- Organization
of the stable system of experience and information exchange for
preservation of the tangible and intangible cultural heritage;
- establishment
and strengthening of the close cooperation with other regional sections
of OWHC, international organizations which pursue the objects similar
to the aims of OWHC;
- attraction of new cities into the Euro-Asia regional section of OWHC;
- insertion
of the cities which have the sites of cultural heritage into the
waiting list of UNESCO for insertion in the World Heritage List;
- attraction of the youth to the work for preservation of the heritage of Euro-Asia cities.
Main lines of the Euro-Asia regional section of Organization of the World Heritage Cities activity
Development of the information networks on Euro-Asia heritage.
Creation of the information networks on the heritage of the Euro-Asia
cities will mainly be based on the existing and successfully developing
system of the Organization of World Heritage Cities.
At present, Euro-Asia section has its own page on web site of OWHC (in
English, French and Spain languages) and its part on the site of
Euro-Asia regional section of the World Organization "United Cities and
Local Governments".
Main object of the Euro-Asia section information systems development is
creation of the platform for cooperation and exchange of specialists,
students, interested people from all over the world between regional
section and General Secretariat, and between regional section and
cities of the world heritage in other parts of the world as well.
Information network plays the important role in unification of the
World Heritage cities of Euro-Asia, all the bodies that are responsible
for preservation of the heritage, specialists and students. Euro-Asia
section covers the cities, which have mighty base and opportunity for
preservation and promotion of its heritage, and the cities, which have
the lesser opportunities for achievement of these purposes. In
addition, for many of them the information network of the Euro-Asia
section is a good opportunity to do advertising.
Creation of the stable system of experience exchange in the field of preservation and promotion of the world heritage.
At organization of this work regional secretariat acts in the following
lines:
- Use of the site and database of the department about the cities, legislative acts, specialists.
- Issue of the qualitative continuing edition - bulletin "Cities of Euro-Asia".
- Organization
of the seminars, conferences, both virtual and which are based on the
animated discussion of the cities' representatives and specialists;
participation in the seminars and conferences organized by the General
secretariat, other regional sections.
- Conclusion
of the agreements on cooperation with the organizations, both
international and regional, national, governmental and private,
activity of which is to preserve and promote of the heritage sites.
Activity on tourism development.
Unfortunately, having on its territory the great quantity of the sites
which are the property and wealth of the whole mankind, Euro-Asia is
sufficiently badly (faintly) developed related to the cultural tourism.
First it concerns the countries of the former Soviet Union and links
with the carrying out of the policy of "iron curtain" during 70 years.
At present we are at the beginning of the development of such very
important on the up-to-date stage of the mankind existing
Today we are at the beginning of development of this very important for nowadays kind of activity in the postsoviet space.
In the number of countries in the world, income from tourism draws up
the sufficient part of the budget. Besides, incomes from tourism are
the most dependable and serious source of finance of preservation and
promotion of the world heritage sites. At present, many states squander
certain resources for preservation their heritage from other distinct
from tourism sources of income. However, often these injections are not
dependable and in the whole depend on the attitude of the authorities
on a local and national level to the cultural heritage of the cities.
First
in the development of the tourism, we see the stable source of
financial means for preservation of the world heritage sites, for
promotion of the ideas of heritage preservation among the population.
This in its turn will help the cities and states in solution of
employment questions, opening of their regions for world, education of
youth in the spirit of careful attitude to the heritage .
In this line, we intend to organize our work on the base of the following:
- Measures on inclusion of the heritage sites of the Euro-Asia cities into the world travel networks;
- Use of Euro-Asia section site, Organization of world heritage site, this site, other information networks;
- Elaboration of the conception of the tourism development in the Euro-Asia cities;
- Achievement
of an agreement with the World tourism organization on holding
consultations for purposes of active tourism development in some
regions of Euro-Asia
- Exchange
of the experience on realization of these tends with more successful
cities of the Organization of world heritage cities. Organization of
visiting this cities by the tourism sphere specialists.
- Holding special seminars dedicated to the development of the cultural tourism in the cities of world heritage;
- Preparation
of the offers about the changing of legislative acts related to the
heritage preservation on the local and national levels.
Attraction of the youth to the heritage preservation activity.
Last years UNESCO pays great attention to the promotion of the heritage
preservation ideas among the broad masses and especially among the
youth. Namely youth can preserve the heritage sites of the cities from
irrevocable loss.
Euro-Asia section will be organizing this activity on the base of the
General secretariat projects taking into account the peculiarity of the
Euro-Asia section.
Projects on attraction of the youth will be carried out in two main age groups:
- children from 12 to 17 years old
- students and pupils age from 18 to 20 years old
Projects suppose the use of internet, making of the close contacts
between the schools of the certain cities, holding the competitions in
the universities of the cities.
Edition of the bulletin "Cities of Euro-Asia".
Publication
of the own body has a crucial importance for Euro-Asia section. This is
necessary for consolidation of the efforts of the cities in achievement
of their purposes. First, it is very important in information mean to
know where what happens and what events are hold. Edition of this
bulletin has the significance for exchange of the experience between
the specialists as well.
We think that bulletin will publish in English and Russian languages and become continuing edition.
As
main resources of the information will serve the contact names on the
activity of OWHC from different cities of World heritage of Euro-Asia.
In several cities the responsible workers have already appointed, in
others it will be done.
Edition of the book "World Heritage of the Euro-Asia cities"
We
think of a presentational edition, where it will be
the exhaustive information about the world heritage cites of the
Euro-Asia with the colorful photos and illustrations. In case of the
projects realization it will be the first such edition in the history
of Euro-Asia continent. Now it has begun the collection of information
for the book.
Attraction of new members in Euro-Asia regional section.
New
statute lets to include in OWHC the cities which on their territory
have the sites of world heritage both included in the UNESCO list and
unrecognized by this international organization.
The city of Derbent with the 5 thousand year history has recently
become the city of World Heritage. But earlier we had the contacts in
the frame of the project "Great Volga route". They were continued,
General secretariat has also established contacts with Derbent and
information about the city is on the site of OWHC.
We
actively work in the tends of attraction of new members. We proceed
from the principle that any heritage of any city is valuable. The
question is, what the city's attitude towards its heritage is, what it
is doing to preserve it. That is why we are open for cooperation with
all the cities, which value their cultural diversity. They can enter
the OWHC as the members-observers and use all the system of
opportunities that the Organization offers to its members.
Declaration passed in October 2003 at the General conference of UNESCO
about security of oral and intangible heritage of mankind lead the
preservation of an intangible heritage to the new level. First two
proclamation made by UNESCO showed in all the world 47 masterpieces of
intangible heritage of mankind. 22 masterpieces, i.e. almost
half of them, are on the territory of Euro-Asia.
At the administration council of OWHC in Cordova city in February 2004
the mayor of Kazan Mr. Kamil Iskhakov advanced the initiative to give
the opportunity to the territories and cities where there are the
masterpieces of intangible heritage to enter the OWHC.
Activity on attraction of new members will be conducted according three categories:
- cities which have the sites included in the UNESCO list but that are not the members of OWHC;
- cities with the rich architectural and cultural heritage that are out the UNESCO list;
- cities and territories with oral and intangible heritage included in the List of masterpieces of intangible heritage of mankind.
