On 5-8 November, 2018, the city of Madrid hosted the UCLG World Council and the Executive Bureau in the framework of the 2nd World Forum on Urban Violence and Education for Coexistence and Peace. Under the invitation of Manuela Carmena, Mayor of Madrid, local leaders, international organizations and networks, the academic world, NGOs and civil society opened a joint process of debate, reflection and construction of common solutions that foster urban environments capable of eliminating expressions of violence.

The UCLG-Eurasia was represented by Rasikh Sagitov, Secretary General of UCLG-Eurasia, Zinaida Neyarokhina, Mayor of Rostov-on-Don, Sergey Kravchuk, Mayor of Khabarovsk, Aziz Surakmatov, Mayor of Bishkek, Evgenia Lodvigova, Deputy Mayor of Kazan, Elvira Dolotkazina, Deputy Mayor of Nizhnekamsk, etc.

5th November

The first day of the World Council was marked by preparatory working sessions. A meeting of the Committee on Local Social Economic Development was held to define the main activities of the Committee for 2019. The Community of Practice on Local Finance met for the first time and under the presidency of Parks Tau. The day followed with a meeting to advance on the All-UCLG Gender Strategy and the Work Plan of the Standing Committee on Gender Equality towards the 2019 Congress. In parallel, a Metropolis meeting was held to discuss the priorities of the metropolitan section. Meetings of the Financial Management Committee and the Committee on Statutory Affairs also took place during the same day.

6th November

Members of the Executive Bureau discussed the Intermediary Cities’ Agenda as well as the local dimension of the Global Compact on Migration. Members highlighted the need for developing a Peace Agenda based on local diplomacy and analysed the UCLG Strategy on Localizing Municipal Finance for sustainable urbanization. The UCLG Executive Bureau encouraged members to join the Cities for Housing Declaration and defined the next steps for the call to action. Localizing the Sendai Framework and the climate agenda were also topics discussed during the session. To conclude, the UCLG Regional sections shared their highlights of the year and presented their priorities for 2019.

The second day concluded with the Business Session of the UCLG World Council. Members of the World Council analyzed the 2019 Work Plan and the advocacy strategy towards 2019. The main findings and next steps for the Global Report on Local Democracy and Decentralization (GOLD V Report) and the UCLG Learning Agenda were also adopted by the World Council. To conclude, the World Council appointed Uğur İbrahim Altay, Mayor of Konya as Co-President of UCLG.
